We are a collective of nonprofit leaders, legal experts, and former New York City government employees who have witnessed — and personally experienced — the challenges posed by the City's contracting process. These delays have had a direct impact on nonprofits, their staff, and the communities they serve. Our firsthand experiences drive our commitment to advocating for meaningful change.
Our Team
Coalition Director:
Hassan Naveed – Principal of Naveed Consulting, LLC, Hassan has extensive experience advising nonprofits, government agencies, and social service providers on criminal justice reform, equity strategies, and community engagement. He previously served as Executive Director of the NYC Office for the Prevention of Hate Crimes (OPHC), where he launched citywide initiatives to address hate crimes and strengthen community safety.
Nonprofit Governing Chairs:
Fatima Ashraf – Fatima Ashraf has spent the last 20 years working to improve policies and programs in government, philanthropy, academia, and in the non-profit sector. With expertise in policy making, grant making, research, design, evaluation, and organizing, Fatima strives to improve NYC neighborhoods for New Yorkers who have borne the brunt of systemic oppression. Fatima served as a senior policy advisor in City Hall from 2005-2012; a senior advisor at the Open Society Foundations from 2013-2019; and for the last 5 years has focused on supporting NYC’s grassroots organizations secure funding to improve the lives of working class New Yorkers of color.
Javier William Lopez – Javier William Lopez is a dynamic force for systemic change with over two decades of transformative leadership across public, nonprofit, academic, political and philanthropic sectors. As the founder and principal of Real Time Response, Inc., Javier partners with organizations to design strategic frameworks that drive measurable racial, gender and social impact while centering equity and community voice. "Nonprofits are an extension of the people's money, the state has no right to hold the people's money for bureaucratic ransom."
Kyung-Ji Kate Rhee – A nationally recognized expert in youth justice advocacy, campaign strategy development, and training design. Kyung-Ji is the co-Executive Director at the Center for NuLeadership on Human Justice and Healing and routinely prototypes radical and innovative programs to end mass incarceration once and for all. Kyung-Ji’s policy and advocacy efforts are renowned in the criminal legal activist space and she is widely published and cited for her insights on racial disparity, culture change, and leadership growth.
Technical Engineers:
Saif Naveed – With over 10 years of experience in technology and infrastructure management, Saif has a wide range of experience working with entities in both the public and private sector. He has a proven track record of improving operational performance, mitigating risks, and supporting scalable infrastructure. Known for his thoughtful approach, he translates complex technical challenges into clear, actionable solutions that drive efficiency and growth.
Hector Martinez Garcia – A seasoned IT professional with experience in both managed services and in-house IT, Hector has worked across government, finance, insurance, and hospitality, helping organizations streamline operations, strengthen security, and optimize IT strategy. He brings a solutions-driven approach, combining technical expertise with clear communication and practical implementation to ensure efficient and scalable technology solutions.
